Section 3 of 34 and 35 Vic. cap: 105 which contains the definition of the term "petroleum" does not specifically mention Sterosene oil, but it has been presumed that this oil, being a preparation from petroleum, is covered by the words "and any products of petroleum" which are defined in that section.
It was, however, thought better in the Ordinance, Sterosene being the oil chiefly imported here, to mention it in terms; but to prevent the Ordinance pressing unduly on retail sellers of this material, Subsection 2 of Section VI was framed so as to permit as much as fifty gallons of this preparation to be kept at one time for sale without a licence.
The quantities sanctioned by Cap: 1087 have been limited to the more dangerous oils by 34 and 35 Victoria. It was also thought advisable to include in the Ordinance cartridges, gun cotton, loaded cartridges, and fulminating mercury, for, although these substances are not mentioned in the English Acts referred to, the general provisions of the Ordinance seem suitable to them, and they are not covered by any other enactment.
